JBuilder 9 does not start on OS 10.3

I installed JBuilder 9 on my PowerBook that has OS 10.3. When I run my
command script, I get the following error:
Exception in thread "main" java.lang.NoClassDefFoundError:
com/borland/jbuilder/JBuilder
Here is my install script:

I do not have a /bin directory in the JBuilder.framework directory, and
changed the script accordingly.
Anyone have any ideas?
